Filipino Scholar Overcomes Odds to Earn Russian Doctorate in Agriculture
A Filipino scholar from Catanduanes has successfully completed a doctorate in agriculture in Russia under a scholarship programme. The opportunity was made possible through the support of Russia’s Honorary Consul in Cebu, Armi Garcia. Now, more students could benefit—but financial hurdles remain a key challenge. The Philippine-Russian education exchange programme provides scholarships for Filipino students to study in various Russian cities. Each year, the Russian Embassy sets a quota for applicants, allowing them to pursue degrees in locations like Moscow and St. Petersburg.
The application process requires submissions through the Russian Ministry of Education’s website and the embassy. Once accepted, tuition fees are fully covered by the scholarship. However, airfare and living costs are not included, creating barriers for some students.
Costs vary significantly across Russia, with Moscow and St. Petersburg being the most expensive. As a result, a number of previously approved applicants are reapplying after struggling to afford the move. Despite these challenges, the Catanduanes scholar sponsored by Garcia excelled academically and completed their doctoral studies.
Expanding access to the programme would require stronger financial support mechanisms. Without additional funding, many qualified students may continue to face difficulties in taking up their places. The scholarship programme has already proven successful for at least one Filipino student, who earned a doctorate in agriculture. Yet financial constraints, such as airfare and living expenses, still prevent others from participating. Addressing these issues could open doors for more students in the future.
