Cebu's ESL boom draws new students from the Middle East and beyond
Cebu’s English as a Second Language (ESL) industry is attracting more students from new regions, with nearly 19,000 enrolments recorded between February 2025 and January 2026. Japan remains the top source, sending 7,106 students, but interest from the Middle East and North Africa is now growing. Three Saudi Arabia-based study-abroad consultants recently joined Cebu Association of Language Academy’s (Cala) Grand FamTour 2026, signalling a shift in demand. The Arab region is becoming a significant source of ESL students for Central Visayas. Consultants from Saudi Arabia highlighted Cebu’s competitive pricing and immersive learning environment as key advantages. These factors, combined with the city’s urban attractions and Bohol’s eco-tourism offerings, strengthen Cebu’s appeal as a study destination.
Cebu Gov. Pamela Baricuatro emphasised the role of local culture and hospitality in enriching the learning experience. She noted that these elements encourage students to extend their stays and return in the future. ESL learners also contribute directly to the economy, spending on tuition, accommodation, food, transport, and leisure activities during their time in the region. The industry’s growth, however, relies on coordination between government agencies. Smooth entry procedures, consistent quality standards, and strong infrastructure support remain essential. Officials expect the arrival of Arab students to increase the average length of stays, diversifying demand beyond traditional markets like Japan, Taiwan, South Korea, and China.
Cebu’s ESL sector is expanding as new markets, particularly from the Arab world, bring fresh demand. The region’s mix of affordability, cultural appeal, and tourism opportunities continues to attract international learners. Sustained growth will depend on maintaining efficient processes and high standards across the industry.
