Vietnam’s bold education reform grants free textbooks and local hiring powers by 2026
Vietnam’s National Assembly has approved a major education reform plan to boost development in schools and training centres. Resolution No. 248/2025/QH15, backed by Chairman Trà̀n Thanh Mẫn, introduces sweeping changes in funding, recruitment, and curriculum management. The new rules will take effect from January 1, 2026.
The resolution brings in special pay policies for teachers and education staff. Occupational allowances and extra income will be provided, alongside preferential remuneration. By 2030, students in priority areas will receive free textbooks.
Local authorities will gain more control over staffing. Provincial education directors can now recruit and manage teachers in public schools. Commune-level People’s Committee chairpersons will handle transfers and job changes for educators in their areas.
Vocational and higher education institutions will have greater autonomy. They can hire foreign experts without work permits and decide on exemptions. The Ministry of Science and Technology has also authorised these institutions to sign contracts with foreign specialists and overseas Vietnamese holding doctoral degrees.
A unified set of textbooks will be introduced nationwide from the 2026-2027 academic year. Tuition fees will be waived, and textbooks provided free for national defence and security courses. Schools can also partner with external organisations to tailor training programmes to labour market needs.
The resolution aims to streamline education management and improve teacher support. Free textbooks, local hiring powers, and foreign expert recruitment are set to reshape Vietnam’s education system. The changes will officially begin on January 1, 2026.
