Vietnam accelerates nuclear power revival with IAEA-backed plant project
Vietnam has taken significant steps to restart its nuclear power program, with a focus on the Ninh Thuan Nuclear Power Plant Project. The country recently hosted an international review of its infrastructure, led by the International Atomic Energy Agency (IAEA). Officials aim to move forward with bidding and contract negotiations for the plant in the near future.
From 1 to 11 December 2025, Vietnam underwent a detailed assessment of its nuclear power readiness. The Integrated Nuclear Infrastructure Review (INIR) mission, headed by Eric Mathet of the IAEA, examined 19 key areas of the country’s infrastructure. Experts met with representatives from government ministries, regulatory bodies, and energy companies to evaluate progress.
The preliminary report included 38 recommendations and 13 proposals to strengthen Vietnam’s nuclear program. Among the positive findings, the IAEA highlighted two good practices that could guide other nations in developing nuclear energy. Vietnam also demonstrated effective use of its existing environmental monitoring systems to support project preparations. Earlier in 2025, the National Assembly passed Resolution 189/2025/QH15, reaffirming political support for the nuclear power initiative. The revised Law on Atomic Energy introduced new mechanisms to speed up project implementation. The IAEA and Vietnamese authorities plan to finalise the INIR report draft by early 2026, with the official version expected by mid-2026.
The assessment marks a key stage in Vietnam’s push to develop its first nuclear power plant. The recommendations and proposals will shape the next steps, including bid invitations and contract talks. The government’s commitment and the IAEA’s guidance aim to ensure the project meets international safety and operational standards.
