In the lead-up to the October 2022 Quebec election, the Quebec Liberal Party (QLP) under the leadership of Pablo Rodriguez is adopting a new strategy to address the rising independence sentiment among young Quebecers. Instead of directly campaigning against sovereignty or referendums, the party is focusing on economic and social issues.

According to a CROP survey, 56% of 18-34 year-olds in Quebec support the province’s sovereignty, but only 47% would vote Yes in a referendum. This trend underscores the challenge Rodriguez and the QLP face in shifting the youth discourse from nationalism to socio-economic issues.

Rodriguez has been vocal in his criticism of the current CAQ government under François Legault for fueling separatist sentiments by blaming Canada instead of finding solutions. He argues that Quebec benefits more when it takes a leadership role within Canada.

However, the QLP’s strategy to counter separatism among youth is not limited to criticism. Rodriguez has emphasized priorities like addressing the large budget deficit, crisis in the healthcare system, and difficulties accessing doctors. He has promised to propose a "real project of society" that moves away from referendums and the sovereignty debate.

The QLP is also advocating for federalist values and leadership within Canada. They are concentrating on economic recovery, social services, and practical policy solutions rather than sovereignty debates. This approach is evident in Rodriguez's proposal to double the tax credit for first-time homebuyers, which aims to address the housing shortage, a concern among young people.

To engage young party activists, Rodriguez is meeting with them at the Youth Commission congress taking place this weekend in Gatineau. The party believes that involving young people in shaping party proposals and messaging will help in countering the rise of independence sentiment.

Meanwhile, the situation of the Parti Québécois (PQ) and the Legault government has significantly changed. The Legault government has dropped in voting intentions, and the Qc125 poll aggregator indicates that the CAQ could end up with no seats. The PQ has been leading the polls since the end of 2023, but the Liberals have seen a rise since Rodriguez's election in June.

Melissa Généreux, a former Quebec Solidaire star candidate, is in discussions with the PQ regarding a potential candidacy, which could further strengthen the PQ's position. Rodriguez, however, avoids blaming the federal Liberal Party for the rise of independence, despite criticism from the PQ and the CAQ for the party’s centralization, policies encroaching on provincial jurisdictions, and lack of action on immigration.

In conclusion, the current strategy of Pablo Rodriguez and the Quebec Liberal Party to counter sovereignist sentiment among young Quebecers leans on promoting a positive federalist vision focused on concrete socio-economic issues over sovereignty debates, although detailed youth-focused policies remain forthcoming. The party's approach emphasizes federalist values, economic recovery, social services, and practical policy solutions, with a focus on engaging young party activists to shape party proposals and messaging.
