Teaching Positions are Rapidly Filling Up
The Ministry of Culture and Finance in Baden-Württemberg has established a working group to address the issue of incorrectly reported teacher positions in the personnel administration system, DIPSY. The group, focused on IT programs, personnel, and position administration, aims to analyze errors, control measures to prevent future errors, and improve the overall personnel system in the teaching sector.
The working group consists of representatives from the Ministry of Culture, State Office for Salaries and Supply, Institute for Educational Analyses Baden-Württemberg (IBBW), four regional councils (Regierungspräsidien), the State IT Authority Baden-Württemberg (BITBW), and the State Office for Salaries and Pensions (LBV). The group is referred to as the working group for the analysis of errors and improvement of the personnel system in the teacher area.
The additional 1,440 teaching positions have presented significant challenges in teacher recruitment for the school administration. Currently, 200 of these positions are filled, and there has been no response to 100 of them. To address this, the school administration has had to ensure the needs-based allocation of positions to individual schools, coordinate job advertisements, and implement hiring procedures after the application deadline. The hiring period for this school year has been extended to October 31, 2025, to fill the discovered positions.
Temporary positions to bridge with suitable persons without teaching qualifications remain an option for the school administration. Additionally, the school administration is approaching existing teaching staff with needed subjects for an increase in workload or a return from parental leave to fill the discovered positions.
Primary schools receive over 400 positions, including their share of the expansion of the substitute reserve, in addition to special education. Special Education and Counseling Centers (SBBZ) receive the largest share of the 1,440 additional positions, totaling 510 positions. The SBBZ have already benefited significantly from the additional positions through implemented hirings, as interim reports show.
Minister of Culture, Theresa Schopper, stated that even though there is an error in the personnel system, the additional 1,440 teaching positions are beneficial. The supply situation in special education remains tense, and restrictions in the curriculum may still occur in particularly affected regions.
The working group is expected to submit its final report by Christmas 2025. These remaining positions will be advertised again, possibly with adjusted subject or regional focus. For the widespread promotion of language, significant resources are required, and the increase in study place capacities is noticeable, allowing good coverage in many areas.
High school teachers have several options for permanent employment in the teaching service, including employment at a comprehensive school or a vocational school within their own career path. The Ministry of Education expects a significantly improved teaching supply for the coming year. Despite the ongoing challenges, the working group's efforts aim to ensure a more uniform supply in all regions and to provide quality education to all students in Baden-Württemberg.
