Tamil Nadu Unveils State Education Policy (SEP) 2025: A Regional Alternative to NEP 2020
Tamil Nadu has announced its State Education Policy (SEP) 2025, marking a significant departure from the Centre's National Education Policy (NEP) 2020. The SEP, drafted by a committee led by retired Justice Murugesan, presents a regional, culturally rooted alternative that prioritizes Tamil and English bilingualism, removes certain high-stakes assessments, and focuses more on creative and rational learning.
The SEP is a futuristic and inclusive framework tailored to Tamil Nadu's social and cultural fabric. It aims to promote critical thinking, creativity, life skills, physical fitness, and technical literacy including AI, data science, robotics, and financial planning. The policy mandates Tamil as a compulsory subject till Class 10 for all school boards, but does not require Tamil as a medium of instruction.
One of the main differences between the SEP and the NEP lies in the language policy. Tamil Nadu has rejected the NEP’s three-language formula, which it sees as a vehicle for Hindi imposition. Instead, the SEP adheres to a two-language formula, teaching Tamil and English compulsorily up to Class 10 across all boards including CBSE and ICSE.
In contrast to the NEP, which promotes learning three languages, including Hindi, Tamil Nadu opposes this citing social justice and cultural reasons. The SEP's emphasis on Tamil language is intended to preserve Tamil linguistic heritage while preparing students for the future.
Assessment and exams are another area where the SEP diverges from the NEP. Tamil Nadu has scrapped the Class XI public examination and also removed the national assessments at Classes 3, 5, and 8 proposed in the NEP. Instead, the SEP advocates a system based on continuous evaluation through projects and teacher judgement to reduce student stress.
The SEP also removes Class 11 board exams and disallows student detention till Class 8. These changes are aimed at reducing the pressure on students and fostering a learning environment that encourages creativity and critical thinking.
The SEP also includes the creation of 'schools of excellence' in every block, equipped with advanced infrastructure and trained faculty. These schools will serve as hubs for mentoring surrounding institutions. A structured career guidance program from Class 9 will be implemented under Non-Mudalvan, including industry exposure and aptitude mapping.
The SEP is deeply rooted in the state’s unique cultural, linguistic, and social heritage, emphasizing Tamil identity and opposing imposition of Hindi. Tamil Nadu’s SEP 2025 can be seen as a regional, culturally rooted alternative to the NEP 2020, prioritizing Tamil and English bilingualism over the NEP’s three-language model, removing certain high-stakes assessments, and focusing more on creative and rational learning than on memorization and nationwide uniformity.
According to the School Education Minister, Anbil Mahesh Poyyamozhi, the SEP is unique and inclusive in its approach to language, curriculum, and assessment. He stated that the NEP has adopted Tamil Nadu’s policies, such as the introduction of breakfast in schools. The SEP's implementation is set to begin immediately.
Stalin, the Chief Minister of Tamil Nadu, emphasized that the SEP ensures "education for all, higher education for all," with special monitoring systems to support SC/ST and differently-abled students. The rollout of the SEP comes near the end of the DMK government’s term.
