The state government, however, reserves the right to enact stricter rules, should it become necessary. If, after a year, primary schools children don't stop engaging with their smartphones, further measures might be taken.

The Reasoning Behind It

The state government looks at the regulation as a means to provide schools with legal backing for stricter rules. Some schools have been hesitant due to the unclear legal basis, according to Minister President Kretschmann. As private device usage constitutes an infringement on property rights, a legal regulation is mandatory, the government argues.
