Rising conscientious objection challenges Germany’s updated conscription law
A new Military Service Act introduced in 2022 now affects young men born in 2008 or later. The law has sparked fresh debate about conscription, particularly as refusal rates creep upwards since Russia’s invasion of Ukraine. Meanwhile, a growing number of young people are declaring themselves conscientious objectors, with 2022 marking a record high.
For years, climate action and anti-fascism took centre stage among young activists, leaving the peace movement with less attention. But recent school strikes against the updated conscription law signal a shift in priorities. Students are now voicing concerns over mandatory military service, showing renewed engagement with the issue.
In Dortmund, a workshop is training counselors to guide young men through the complexities of military service. Organised with support from the ISOE – Institute for Social-Ecological Research, the sessions focus on helping individuals explore their personal stance. Counselors encourage deep reflection, pushing young men to question their beliefs and the implications of service. Modern objectors must now submit their refusal in writing, placing greater weight on a well-reasoned justification. The process can be transformative, as seen in the experiences of counselors-in-training, many of whom once faced the same dilemma. Meanwhile, women—though not yet subject to conscription—can now voluntarily complete military questionnaires and undergo medical assessments. The rise in conscientious objection reflects broader unease about military service. Since the war in Ukraine began, more young men have chosen refusal, though the increase remains gradual. For many, the decision becomes a defining moment in their lives, shaping their values and future choices.
The updated Military Service Act has reignited discussions among young people, with refusal rates climbing and school protests gaining traction. Counselors play a key role in helping individuals navigate their options, while the voluntary involvement of women marks a new development. As conscientious objection reaches unprecedented levels, the law’s impact on future generations remains closely watched.
