International AI Education Initiative by UNESCO: Fostering Innovation in Public Sectors of 31 Countries

In this digital age, where governance grows increasingly reliant on technology, many public institutions struggle to adapt. Skills gaps, aging infrastructure, and fragmented regulations hamper progress, hindering the delivery of responsive, transparent, and efficient services. But artificial intelligence (AI) offers a transformative opportunity – from streamlining administrative processes to improving service delivery and engaging citizens more directly. However, without ethical oversight, AI might deepen inequalities, infringe on privacy, or exacerbate bias. Thus, building internal capacity grounded in human rights, ethics, and governance is crucial.

To address this pressing challenge, UNESCO has launched a significant initiative. Known as UNESCO’s Global AI Training for the Public Sector, this six-week international training course wrapped up in February 2025, having educated government officials from 31 countries on harnessing AI's potential to transform public services.

This comprehensive course covered essential topics, including AI fundamentals, public service design, AI governance, and hands-on project practice. Participants engaged in practical exercises and real-world case studies, effectively demonstrating AI's practical applications in public services. Expert-led discussions offered valuable insights into ethical and efficient AI integration.

The training provided a diverse, inclusive platform for civil servants from across the globe. Participants came from ministries, parliaments, and regulatory agencies, representing various geographic regions. This diversity aligns with UNESCO's mission of inclusive capacity-building, supporting the African Union's Continental AI Strategy, which champions ethical and rights-based AI deployment across the continent.

With newfound knowledge, these alumni are poised to champion projects that leverage AI to automate bureaucratic workflows, design citizen-centric digital platforms, implement responsible data policies, and develop legal frameworks for ethical AI deployment. The transformational impact on each participant is visible, as they return home equipped with the tools and strategies to bring about meaningful change within their institutions.

This initiative builds upon the success of the AI4Gov Master Programme and is part of UNESCO's broader strategic vision - the Programme on AI for the Public Sector. Through this initiative, UNESCO aims to support governments worldwide in adopting AI in a manner that is transparent, efficient, rights-based, and inclusive.

In the future, UNESCO plans to release a Global MOOC on Digital Transformation and AI, create a repository of AI tools for the public sector, and offer country-level and regional trainings in 2025. These resources will provide scalable, multilingual support for civil servants, from basic digital literacy to advanced AI implementation strategies.

By integrating AI into governance structures ethically, governments can strengthen administrative efficiency, promote transparency, expand civic engagement, and ensure equitable access to services. Most importantly, UNESCO's model prioritizes human dignity and social inclusion, ensuring that AI remains a tool for empowerment rather than exclusion.

With the ripple effect of this initiative being felt across ministries, municipalities, and parliaments worldwide, UNESCO continues to lead global efforts in democratizing AI, building resilient institutions, and ensuring that no one is left behind in the digital age.
