Information Ministry enters final drafting phase of 2026-2030 media strategy
Kuwait’s Ministry of Information and Culture has launched a new national media strategy aimed at modernising the sector. The initiative, developed under Minister Abdulrahman Al-Mutairi, seeks to create an integrated framework for media growth while aligning with the New Kuwait 2035 vision and sustainable development goals.
The strategy focuses on strengthening professional standards, building public trust, and fostering innovation in digital media. A participatory approach involving employees, media partners, and volunteers has shaped its development from the start.
The project began with a detailed analytical phase spanning over 480 hours. Researchers conducted interviews, surveys, focus groups, and panel discussions to assess the current media landscape. The work included input from content creators, universities, women’s associations, civil society groups, and the Arab Planning Institute.
A scientific methodology combined qualitative and quantitative analysis to identify strengths, weaknesses, and future trends up to 2030. The findings informed the strategy’s vision, goals, and key initiatives. An internal volunteer team played a crucial role in refining the strategy. Members underwent an 80-hour training programme to build skills in media development and policy formulation. Their contributions helped shape the final framework, which now includes clear performance indicators and a monitoring system. Oversight came from Undersecretary Dr. Nasser Muhaisen, with additional guidance from Dr. Wolfram Weimer, the German State Minister for Culture and Media. The final stage involves defining the strategy’s core axes and executive initiatives to ensure measurable progress.
The new media strategy is now entering its final formulation phase. It will provide a structured roadmap for Kuwait’s media sector, emphasising professionalism, transparency, and digital innovation.
Once implemented, the framework will support the country’s broader development goals while ensuring media practices align with international standards and public expectations.
