Increase in Retail Sales and Consumer Service Revenue by 12.6% in Hanoi over Eight Months Period
Ha Noi, Vietnam, is aggressively pursuing a digital transformation to stimulate retail sales and consumer service revenue, aiming for a 14% increase this year to meet the city's Gross Regional Domestic Product (GRDP) growth target of at least 8%.
The city's Department of Industry and Trade has established a digital transformation space called "Touch Technology, Live Smart," which facilitates cashless shopping, online flash sales, and AI-powered applications. This initiative is part of a broader strategy to promote e-commerce and digital consumption.
To further support businesses, the city is helping them list their products on popular e-commerce platforms such as Shopee, TikTok Shop, and Lazada. The objective is to change consumer habits and accelerate e-commerce growth.
In addition, appropriate policies are being considered to boost domestic purchasing power, making it easier for residents to participate in the digital economy.
Ha Noi's focus on digital consumption is one of the three main growth drivers in the city. In the first eight months of 2025, the city's total retail sales of goods and consumer service revenue reached VND615.7 trillion (US$23.3 billion), a 12.6% year-on-year increase. Retail sales accounted for the largest share at VND387.9 trillion, up 12.2%.
Other services, such as accommodation and restaurant services, also saw growth. Revenue in this sector totalled VND85.2 trillion, making up 13.8% and rising 16.1%. Tourism earnings stood at VND22.1 trillion, representing 3.6% and surging 21.4%.
The city's concentrated promotion program, featuring 1,000-2,000 enterprises and retail outlets, is playing a significant role in this growth. Central Retail, a major player in the retail sector, has actively participated in Ha Noi's consumption stimulation programs, offering discounts of up to 50% for thousands of items.
The city is also organising events like the Brand Promotion Day, in collaboration with businesses, at high-end venues to attract consumers and tourists. The Hanoi Midnight Sale 2025, scheduled for November 28, coincides with global Black Friday activities to further stimulate sales.
The National Statistics Office (NSO) attributes the boost in demand to a wide range of activities marking the 80th anniversary of the August Revolution and National Day (September 2). As the year-end season approaches, enterprises are focusing resources on boosting sales through promotions and product marketing campaigns.
While the information provided does not specify who initiated and coordinated the consumption stimulation program in Ha Noi, it is clear that the city is committed to digital transformation and stimulating retail sales and consumer service revenue to drive economic growth.
