Democracy Promotion Act to Strengthen Diversity and Exchange - Hesse’s Bold New Law Aims to Embed Democracy in Daily Life
Hesse’s coalition government is set to introduce a new Democracy Promotion Act. The law, championed by Dennis Schroder, aims to strengthen democratic culture and social cohesion across the state. Political scientist Wolfgang Schroeder has described the move as a significant step forward.
The act will make democracy promotion a permanent part of key institutions. Schools, youth services, adult education centres, and local councils will all be required to carry out anti-discrimination and extremism prevention work. Reporting and counselling centres, including those tackling antisemitism, will also receive institutional backing.
Funding will be secured for political education, prevention programmes, and community projects. The law seeks to reduce centralisation by empowering local networks and grassroots organisations. Schroeder argues that democracy thrives when people engage directly with each other’s experiences and concerns.
He suggests creating more physical spaces, such as pubs or community hubs, where people can meet and discuss differing views. According to Schroeder, face-to-face interactions help build trust and practise democratic compromise. The law’s framework will provide the resources needed to make these efforts sustainable.
The Democracy Promotion Act, to be introduced at the upcoming Democratic Convention, will embed democratic values into everyday structures in Hesse. Schools, local authorities, and civil society groups will now have a legal duty to uphold anti-discrimination and extremism prevention. The government expects the law to foster long-term resilience in the state’s democratic institutions.
