Halle (Saale) to Decide on 2045 Climate-Neutral Heat Plan in March 2026

The city of Halle (Saale) is set to decide on its Municipal Heat Plan in March 2026. This plan, developed by con|energy consult GmbH in collaboration with EVH and the Energy Initiative Halle (Saale), aims to transition the city's heat supply to climate-neutral sources by 2045. Mayor Dr. Alexander Vogt launched the public participation process for this plan on September 25, 2025.

Currently, Halle (Saale) relies heavily on fossil fuels for heat, with natural gas and oil scheduled for phase-out by 2045. The Municipal Heat Plan addresses this by identifying areas for district heating network expansion, power grid upgrades, and suitable neighborhoods for individual, climate-friendly supply solutions. EVH offers a heat map and digital tools to aid building owners in choosing eco-friendly heating systems.

The plan was developed using a digital twin of the city, modeling various heat supply possibilities. Lutz Haake, board member of BWG Halle-Merseburg e.G., praises the joint approach of the Energy Initiative and the strategic nature of the Municipal Heat Plan. Its goals include coordinating, promoting, and mediating for the city, planning and investing for municipal utilities, and informing, deciding, and acting for building owners.

By 2045, the heat generation at the Energy Park Dieselstraße will be converted to climate-neutral sources such as solar thermal, geothermal, waste heat, river thermal, and waste water heat. The city council's decision in March 2026 will be crucial in implementing this transition, with the public participation process ongoing to ensure all voices are heard.
