German Kindergartens Face Crisis as Staff Shortages and Large Groups Spark Reform Calls

A new survey has revealed growing concerns over staff shortages and large group sizes in German kindergartens. The study, conducted by Deutscher Kindergartentag (DKT) in 2024, gathered responses from 600 parents and staff, highlighting key challenges in early childhood education. While satisfaction with educational quality remains high, calls for better resources and uniform standards are intensifying.

The survey identified staff shortages and oversized groups as the most urgent issues facing kindergartens. Over half of the respondents demanded immediate improvements, particularly for children with special needs in early childhood education. Despite these concerns, more than 80% of parents rated the atmosphere, toy provisions, and inclusivity in kindergartens as 'good' or 'very good'.

The GPA trade union, led by chair Barbara Teiber, has pushed for stricter quality standards and increased funding. Teiber proposed that 25% of staff working hours should be reserved for preparation and follow-up tasks. Meanwhile, national, regional, and municipal leaders have recently agreed on uniform minimum standards for qualifications and care quality in early childhood education. Until now, regulations have varied significantly between states. The DKT report also stressed the need for better staffing ratios, higher educator qualifications, and improved facilities. Staff members have repeatedly called for smaller groups to manage rising demands and reduce workload pressures in early childhood education.

The survey results underline a clear demand for reform in early childhood education. With new national standards now in place, kindergartens may soon see more consistent support and resources. However, implementing these changes will require sustained funding and cooperation across all levels of government.
