Florida and Arizona lead the nation in education freedom rankings

Florida has topped the latest education freedom rankings, with Arizona close behind in second place. The American Legislative Exchange Council (ALEC) released its annual index, highlighting states that prioritise flexible learning options. Arkansas, Iowa, and West Virginia also made the top five, reflecting a growing trend in school choice policies across the US.

ALEC's rankings scored Florida at 94.37, earning it an 'A+' grade. Arizona followed with 89.12, securing an 'A' rating. Both states have long been leaders in education freedom, though Florida has only recently overtaken Arizona in the top spot.

Arizona stood out in student-centred funding, charter schools, and open enrolment. However, the state's homeschooling laws—while strong—require mandatory subjects, which ALEC views as a restriction. Virtual schooling also remains an area for improvement. The state's Empowerment Scholarship Account program has expanded rapidly, growing from 11,000 participants in 2023 to over 100,000 today. Arizona plans to spend $10 billion on K-12 education in fiscal year 2026, with $1 billion allocated to its universal school choice initiative. ALEC's report suggests states should develop virtual course repositories to improve access, especially in rural areas. While no specific Arizona programme was identified for this, the recommendation aligns with broader efforts to increase flexibility in education.

Florida and Arizona continue to lead in education freedom, with policies that expand school choice and funding options. The rankings reflect ongoing shifts in how states approach K-12 education, prioritising parental control and diverse learning models. ALEC's findings may influence further reforms in other states aiming to follow their example.
