EU invests €567 million to transform Africa's energy and port infrastructure
The European Union has launched two major initiatives to boost energy and maritime development in Africa. A €545 million funding package will expand renewable energy projects across nine countries. Meanwhile, a separate €12 million programme, SCOPE Africa, aims to improve safety and efficiency at key ports in West and Central Africa.

A second EU-backed project, SCOPE Africa, will run for four years. It focuses on nine major ports: Lomé in Togo, Douala and Kribi in Cameroon, Praia in Cape Verde, Pointe-Noire in the Republic of Congo, Abidjan in Côte d'Ivoire, Libreville in Gabon, Monrovia in Liberia, Lagos in Nigeria, and Dakar in Senegal. These ports were chosen based on their strategic importance to regional trade routes identified by the African Union and the EU's Global Gateway Strategy.
The initiative seeks to upgrade safety, security, and operational standards. Key goals include better compliance with international maritime rules, improved emergency response systems, and enhanced training for port staff. A Memorandum of Understanding was also signed with the Regional Maritime University in Accra to raise professional standards in the sector. The programme will further encourage cooperation between ports and strengthen regional data-sharing platforms.
The EU's combined investments will address both energy and maritime challenges in Africa. The €545 million energy package will accelerate renewable projects, while SCOPE Africa aims to modernise critical ports. These efforts are expected to strengthen trade, safety, and sustainability across the continent.
