A recent water supply failure in Tallinn on New Year’s Eve exposed gaps in public crisis preparedness. The incident left many residents without water and highlighted the need for better emergency planning. Now, the Estonian Rescue Board is stepping in to help people get ready for future disruptions.

During the New Year’s Eve outage, rescue workers struggled to communicate with the public. The lack of information made the situation harder for affected residents. In response, the Estonian Rescue Board (Rescue Estonia) will hold consultations in Tallinn in February or March. These sessions will focus on preparing apartment buildings for emergencies like heating failures, power cuts, and water shortages.

For heating cut-offs, residents are advised to gather in one room, wear warm clothing, and seal doors and windows. If heating stays off for days, they should leave and find alternative shelter. For water interruptions, storing bottled water, collapsible containers, and purification tablets is recommended. Electricity outages require their own preparations. Households should keep essentials like medicine, cash, a battery-powered radio, spare batteries, and a power bank on hand. Dry and canned foods should also be stockpiled as part of an emergency kit. The Rescue Board stresses that supplies must be checked and replaced regularly to stay effective. Authorities are urging all Estonian residents to create a crisis plan. This includes knowing how to get extra water, keeping emergency contacts handy, and ensuring everyone in the household understands the steps to take.

The water crisis in Tallinn revealed how unprepared many people are for unexpected disruptions. With the Rescue Board’s upcoming consultations, residents will have clearer guidance on building emergency kits and plans. Proper preparation could make future incidents less chaotic and safer for everyone involved.
