Enhancing data transfers can strengthen digital community infrastructure
August 5, 2025: State-led Data Exchanges Pave the Way for Digital Governance in India
India's state-led data exchange platforms, ADeX (Agriculture Data Exchange) and TGDeX (Telangana Government Data Exchange), are revolutionizing digital governance in the country. These platforms, designed to enable secure, consent-based, and standardized data sharing among various stakeholders, are playing a significant role in promoting innovation, economic growth, and digital governance.
ADeX, a sector-specific data exchange for agriculture, is a collaborative effort between the Centre for Data in the Public Good, IISc Bengaluru, the World Economic Forum, and the Government of Telangana. Its focus is on making critical data sets for farmer credit, electronic farm records, soil health advisory, and pest prediction accessible. This data sharing facilitates better decision-making, predictive analytics, and service delivery in farming communities, raising productivity and incomes.
TGDeX, on the other hand, is a broader governance data exchange that connects various government information systems, improving administrative efficiency, transparency, and citizen-centric service delivery. It has expanded the data exchange model to sectors like health, education, and mobility under Telangana's AI Implementation Roadmap.
Both platforms allow data subjects to control and consent to how their data is shared, ensuring privacy and compliance with data protection norms. They use standard protocols and data formats to enable seamless data exchange among disparate systems and stakeholders, fostering integration across government departments and private entities.
By making anonymized or consented data accessible, these platforms enable startups, researchers, and policy-makers to innovate with richer datasets, driving solutions in agriculture, urban planning, and other sectors. They also facilitate applications of AI, satellite imagery analysis, and IoT by providing high-quality, accessible data infrastructure.
The success of ADeX and TGDeX depends on clear access and usage policies, stakeholder buy-in, data classification and consent frameworks, and robust monitoring and audit mechanisms. The State organized a Grand Challenge with six problem statements, and over 400 start-ups applied. Winners of the Grand Challenge received ₹15 lakh each and the opportunity to develop pilots with State departments.
India has demonstrated the transformative power of Digital Public Infrastructure (DPI) in various sectors, including identity (Aadhaar), payments (UPI), and public services delivery (DigiLocker and CoWIN). The next focus for DPI is making data the next layer of public infrastructure. Data exchanges, as a key enabler, are projected to add $200-250 billion to GDP by 2030.
Data exchanges bring structure and trust to data flows, with consent, traceability, and role-based access embedded in every transaction. The World Bank estimates that data ecosystems can contribute 1-2% of GDP in developed economies.
The writer of this article, the former Director, Emerging Technologies, Government of Telangana, and the architect and strategic lead for India's first state-led data exchanges: ADeX and TGDeX, believes that these platforms reflect their strategic role in fostering a data-driven digital ecosystem at both sectoral (agriculture) and state governance levels in India.
