Canada's border agency struggles with 33,000 pending removal cases despite record deportations
Canada's border agency is handling a growing backlog of removal cases while processing thousands of departures each year. The Canada Border Services Agency (CBSA) currently holds over 33,000 active removal warrants, with more than 10,000 of them pending for over a year. Meanwhile, the agency has removed over 22,000 people from the country in the past 12 months alone.
The CBSA manages a constant flow of arrivals, including citizens, tourists, and asylum seekers. Most people deemed inadmissible are flagged for failing to comply with the Immigration and Refugee Protection Act. Criminality accounts for only a small fraction—about 2.2%—of inadmissibility cases, while visa overstays and non-compliance make up the majority.
A team of roughly 550 inland investigators works to locate individuals with outstanding removal orders. As of October 31, nearly 30,000 removals were classified as 'in progress.' The agency carries out an average of 400 removals per week, yet the backlog remains significant.
In response to the workload, the federal government has announced plans to hire 1,000 additional CBSA officers over the next three years. However, detailed breakdowns of the 10,000 long-standing removal warrants—such as specific reasons like criminality or visa violations—are not publicly available. General statistics suggest that criminality represents about 20-25% of deportations, with visa overstays and non-compliance being the most common factors.
The CBSA continues to process removals at a steady rate, but the backlog of active warrants persists. With thousands of cases still unresolved, the agency's expansion aims to address the growing demand. The government's hiring push reflects the ongoing challenge of managing immigration enforcement in Canada.
