Bundestag Weekly Update
The German government has been active in implementing several significant changes, focusing on tax relief, care sector support, and energy policies.
In a bid to provide immediate relief to citizens and boost the attractiveness of public transport, the government has introduced the 9-Euro-Ticket. This discounted public transport ticket aims to encourage energy savings and is valid for three months.
In a move to support care workers, the coalition factions have proposed the Care Bonus Act. This bill, currently being debated in the Bundestag, aims to financially recognise the outstanding performance of care workers, including those employed by temporary employment agencies and members of the DRK sisterhoods. Bonuses up to an amount of 4,500 euros provided for in collective agreements or voluntarily paid by the employer will be tax-free.
The government has also extended the deadline for submitting tax returns for the tax years 2020 to 2024, offering taxpayers more time to file their returns.
To provide short-term relief to consumers and the economy, the government has temporarily reduced the energy tax to the European minimum level. This reduction will come into effect on June 1st and will last for three months.
The coalition factions have also initiated the LNG Acceleration Act to speed up all licensing and approval procedures for floating and stationary LNG terminals. This move is part of Germany's efforts to transition towards renewable energy sources.
In terms of international affairs, Germany will continue to provide ships and personnel for the training of soldiers of the Lebanese navy. The country will also continue to participate in the UN mission MINUSMA in Mali with an increased military mandate of 1,400 soldiers and extended until 31 May 2023.
The government has also contributed one billion euros to the costs of childcare, school, health, and care for Ukrainian refugees. More than 400,000 Ukrainian refugees have found protection in Germany, including many students, teachers, and researchers. The coalition factions have also submitted a motion to facilitate access to education and research for these refugees.
The Fourth Corona Tax Relief Act includes tax measures to benefit citizens and companies, including tax incentives for companies and extended home office flat rate for employees. Hospitals will also receive financial support to cushion the shortfall due to reduced patient admissions during the pandemic.
However, there is currently no specific information available about the Future Center for German Unity and European Transformation, a proposed institution aimed at practical engagement with societal transformation and strengthening representative democracy and cohesion in Europe. The current public information suggests that the Future Center may be a less-publicized or emerging initiative.
In other developments, the Regionalization Act has been amended to increase financial resources to compensate for expected corona damages in public transport in 2022 and to finance the additional costs of the 9-euro ticket. The amendment to the Federal Highway Act eases the burden on residents along detour routes by reimbursing the cost of installing noise protection measures.
The Sanctions Enforcement Act I is being debated in Germany to address structural problems in enforcing EU sanctions against Russia for invading Ukraine. Authorities will be granted additional powers and expanded possibilities for data exchange.
The coalition factions have also submitted a motion to recognise Ukrainian school leaving certificates and academic achievements. The goal remains to achieve higher wages and better working conditions for all in the care sector. Various amendments have been made to ensure the implementation of the collective agreement compliance regulation is legally secure, bureaucracy-free, and transparent.
Finally, the government has proposed to extend the mandate by one year for personnel deployed in the Lebanon. The law aims to create the possibility of identifying assets of sanctioned persons and securing assets until the ownership relations are clarified. The bill of the government factions temporarily reduces the energy tax to the European minimum level to provide short-term relief to consumers and the economy. The draft bill of the Federal Government to amend the Second Social Code suspends sanctions in basic security until the introduction of the citizen's income.
