British retirees in France fight unfair social security demands on UK pensions
British retirees in France are facing unexpected demands for social charges on their UK pensions—despite being legally exempt. John Wilton and his wife were recently billed over €9,000 in 'arrears' for contributions they should not owe. Others, like Andy Pickwick, are now challenging these charges through official channels and online campaigns.
John Wilton, a retiree in Saumur, received a demand notice for more than €9,000 in unpaid social charges on his UK post office and state pensions. His local tax office initially confirmed he was exempt due to his S1 form, which covers healthcare costs through the UK. However, the regional head office in Angers overruled this decision, leaving him facing the bill and considerable stress.
Andy Pickwick, based in Tarn-et-Garonne, has taken a different approach. After receiving similar demands, he set up a Facebook group called Government Pension Double Taxation to connect with others in the same situation. He also contacted France's central tax authority (DGFiP), which responded by asking him to complete a detailed questionnaire. His case has since been referred to the Finance Ministry (Bercy) for further review.
The issue stems from social charges being applied to pension incomes that should be exempt under double taxation agreements. Many retirees argue they should not pay these charges because their healthcare is already funded by the UK through the S1 system. No official figures exist on how many British pensioners in France are affected, but reports suggest the problem is widespread.
The disputes highlight ongoing confusion over social charges for UK pensioners in France. While some tax offices acknowledge the exemption, others continue to issue demands, forcing retirees to contest the charges individually. The outcome of Pickwick's case at the Finance Ministry may provide clarity for others facing similar claims.
