Bavaria aims to improve in all-day care - Bavaria Boosts Full-Day Care with New Funding Options and Entitlement Plan

Bavaria is bolstering its full-day care marketplace for elementary school children. A 'booster funding' option is being introduced, allowing municipalities to choose between regular funding plus 6,000 euros per place or 70% of eligible costs with a 30% own contribution. This move aims to catch up with other federal states and improve the current 16.2% utilization rate of full-day care offers in Bavaria.

The state is also improving funding guidelines to create more full-day places swiftly. Existing full-day places will receive equipment funding of 1,500 euros per place, and real estate acquisition will also be funded. Since 2023, around 28,000 new full-day places have been created with federal government subsidies of 461 million euros.

Bavaria's utilization rate is around 60%, with over 300,000 children using full-day offers, including after-school care. However, this falls short of the national average of 50% and Hamburg's leading 98%. To address this, a right to full-day care is to be gradually introduced nationwide from 2026.

From the school year 2026/2027, Bavarian municipalities, including Munich, must gradually implement the legal entitlement to all-day care for primary school children. New financial frameworks will support this, facilitating faster and easier creation of full-day childcare places. This move aims to improve Bavaria's offerings and bring them in line with other federal states.
