Alexandria’s bold Housing 2040 plan fights to save affordable apartments
Alexandria is updating its 12-year-old Housing Master Plan to tackle housing challenges over the next 15 years. The new Housing 2040 proposal aims to guide funding and policy decisions as the city faces potential losses of up to 900 committed affordable units. Officials have presented a range of strategies to preserve affordable housing and protect tenants from displacement.
The city currently has around 42,000 multi-family rental units, but only about 10,500 are either market-affordable or committed affordable. To address this gap, staff proposed policies focused on preserving affordable housing through acquisition, extending affordability agreements, replacement, and rehabilitation. Additional measures include anti-rent gouging rules and limits on excessive fees, which were among the most supported by attendees.
Another key area involves anti-displacement policies, such as legal support for tenants, emergency rental assistance, and city-funded rental subsidies. These options also gained strong backing from residents. However, some proposals—like 'just cause' eviction rules, rent caps, and stricter fee limitations—would require state approval before implementation.
The updated Housing 2040 plan will serve as a roadmap for city leaders when allocating funds and adopting future housing projects. Yet, there is currently no indication that any individual or organisation in Alexandria will advocate for legislative changes tied to the plan’s recommendations.
The proposed policies aim to stabilise Alexandria’s housing market and prevent further loss of affordable units. Emergency rental aid and subsidies emerged as top priorities among residents, while broader measures like rent controls would depend on state-level approval. The city’s next steps will determine how these strategies are funded and enforced in the coming years.
